If you and your boss are friends, I don't see a problem with it.
If you're willing to pay it's not that big of a deal.
Why don't you just approach him about it?

I think it depends on two things: your relationship with your boss, and the item you want to get.
He seems like a down-to-earth type of person, friendly enough to say that he should have asked you if you wanted anything. Therefore, I don't think it's rude to say something like, "The last time you went on a business trip you mentioned that you wouldn't mind picking up something for me along the way. If it's no trouble at all, I sure would like a _______, but only if you have the time to get it of course."
Now of course, this depends on what you want to get. If it's a small thing that he can easily take home, then great. Don't ask him to get you say, some type of large vase, or rare work of art, or tons of treats for your kids. Be reasonable, and I'm sure he'd be more than happy to get it for you.

If you have something in mind you want from Israel I don't think it is a problem to ask him to buy something for you with your money as long as you keep in consideration the size as he must carry it and is this thing hard to find

It is rude to ask anyone for a gift, yet if you are on friendly terms and based on what he said before i think it would be fine to offer him some money to pick something up so long as it is something small.

start off with a suptle reminder of his previous offer and mention to him what it is you "would like" ( not want ) offer to give him the money now and if he is any gentleman he will refuse your cash and opt to make it a gift.
speaking of wich, if you really want the ETIQUETTE on offering him the money, it is custumary to offer three times. the first time you offer, play it casual. the second time make it a question." ARE YOU SURE?" and the third time you would say "WELL, OK. IF YOU INSIST. BUT LET ME KNOW IF YOU CHANGE YOUR MIND" then drop and change the subject.
a gentleman will put up with this only 3 times, and on the fourth, he is obliged to accept the money only to please you.

Ordinarily, yes, but since he brought the whole thing up, I guess not, within reason (not hard to get or to bring).
Approach him as asking for a favor "While you're in Israel, would you mind picking up x for me?" say this while you try to hand him the money.
If he refuses the money, thank him and pocket it.

Personally, I would not do it.
I don't like being a burden on people, especially when someone is traveling, it can be annoying to carry extra stuff.
But, if you insist on getting something you can always ask your boss if he would mind picking up this thing you want and give him the money in advance.

If you are willing to pay, then pay him first not after he bought it ie give him the money before he goes there.
