After turning on the ignition but before starting the engine, turn the heater switch on high. If it's making the noise you describe, it's the heater blower motor. I own older Jeeps but the motor is easy to get to. Four screws under the dash and a wiring harness plug. A new motor from a discount parts place should be less than $50. The new motor may or may not come with the fan attached but again it's a simple thing to remove the fan from the old motor and put on the new one.

Let's start out by asking you what the noise sounds like. Then from there we can begin to make an assessment of it and provide you with our feed-back as to what it may be.
But yes normally the noises emanate from the blower motor.

well just go to a local car shop and explain your problem to the mechanic. Let them take a look. After they are done they will tell you the problem. Then you can ask how much will that cost to get it fixed. They will tell you a price and if it is too high for you then you can leave and just say thanks i just wanted to know the price. If it seems reasonable then get it fixed.

Key point: never go in and just say you want a price. they wont pay any attention to you. go in as if you are really going to get your car repaired. the decision is yours in the end.
