Toner is supposed to remove the residual grime (makeup, oil, etc) that the cleaner doesn't remove. This way your skin is primed to absorb the moisturiser or treatment you put on next. Most toners are alchohol based.

The best toner I've used is Clinique number 2. It's for combination skin i think, it removes the grime and makeup (really cleaner doesn't always get rid of it), and leaves a cool clean feeling on your face.

I think if you've acne you should definitely use a toner to cut down on the oil. If you want to just try it out, you could try the ones made by the brand of cleanser you use. Or something that targets acne like tea tree toner.

hope that helps.
