What were the colour of empire state building lights on 28th august 2003?

You may have to contact them and ask. They should have the lighting schedule for every year. My guess is that they most likely were white since that's the regular color although they do change it sometimes for random special days that no one has ever heard of, not just holidays. The blackout only lasted a few days and everything was running again by Aug 28th. I don't know if they had them dimmed to save power or something.
