Talk to your local national guard. They are very available, and have a great history of interaction with the boy scouts.
First, the key to life is the heart. If you take the strongest man in the world, and take away his heart, he cannot fight. If you take the weakest man in the world and give him a great big heart, he will take down the strongest man.
Those soldiers in Iraq are attempting to do one of the noblest deeds in the history of the world. For it they are being attacked by all the nations around who are afraid of a free populous. They are giving their lives to save a nation they dont know, a stranger, from death. They are dying to make that nation productive, powerful, and free. The US soldiers cant do that if they lose their hearts.
You should find the things that are noble and true, but that strengthen the heart. You should find a way to assist your boys to deliver them to those noble men.

One of the boys in my son's scout troop has a dad over in Iraq.
Our troop did a project where we bought a bunch of soccer balls, packed 'em up, and sent them over for distribution to the kids in their AO. It was a big deal, and earned a lot of local public support from the Iraqis.

when I was a scout, we would go camping on weekends, and rough it with canned food and pots. We had to make fire to cook our food, and only used the cans if we failed to catch fish.
During meetings at our den mother's house during the week, we would read american history, learn how to tie knots, and talk about what we could do on a daily basis to help people in our community.
Once a month we would go to the old folks home and visit old people we did not know, and ask them about their life, and what we could do today to make thier day happy.

AT&T Calling Cards are always welcome.
Also, "Silly String", is used by the soilders to spray into a room they are about to enter. The Silly String lands on any booby trap wires to show trip wires.
Don't send anything that can melt.

find out if anyof the boyscouts have a family member who is in the military( ask some parents). I am sure you can find atleast one person.

If they are second graders they are not Boy Scouts, they are
Cub Scouts.
Check the manual, there are plenty of things in there for them to
do.
