carpet is the absolute best floor covering for a concrete floor. It adds warmth and class, and it doesn't have to be the expensive stuff.

Any flooring is good PROVIDED that you make the effort to prepare the floor right. Most people don't realize that concrete below grade never really dries and, unless it is professionally sealed, it will always have moisture vapor passing through it. If you just lay down flooring or carpet without either sealing the floor or building up a subfloor layer that allows air to circulate underneath, you will end up with condensate moisture, mold and mildew under the flooring -- it can cause health problems as well as smell bad. Home Depot and other building centers sell modular subfloor panels with a channeled plastic bottom layer and a composite wood top layer that lock together. You can lay that out under your flooring to keep it dry. I would also strongly advise against putting any permanent flooring in a basement that can absorb moisture (like hardwood or wall-to-wall carpet) since most basements get some water leakage at some point whether from outside due to rain or from inside piping or failed water heaters. If you want carpeting, I'd recommend that you use area rugs over hard flooring like vinyl tile or laminate.
