There's the Lego Duplo kind for 2 years olds. Those blocks come in 4 colors and are really good. They can chew on them (what they always try) but they can't choke on them. There are different sets of those Duplo-blocks (or mega-blocks) so you can get the set with Bob the builder, a castle, pirates, trains, in and out town... check the lego duplo homepage :)

Since he's 2 Legos might be a little small for him. Try the Mega Bloks. They are bigger and fatter and less of a chocking hazard. Many toy stores have plastic dump trucks with the back end filled with blocks. He would probably love that!

If he's already got some kind of legos, you should ask which ones. There are several large lego-type building sets and they aren't interchangeable.
My son got a Geo-Tracks train set for his birthday and he adores it!

My son is 3 and I bought him the Duplo Lego Thomas the Tank Engine set. It is really cute and if he's a little boy, he probably would like Thomas very much.
The Cranky the Crane is $19.99 at Wal-Mart and the bigger set with Thomas, etc is $29.99.

Bob the Builder, Thomas the Train are hot among tots this year, i know, i hhave 2 of them! Make sure the pieces are big- you don't want him to choke! Age appropriate guidelines are usually displayed on the package.
