To powder coat a cage would be very expensive for a one off job.
If you paint it with any paint the parrot will eventually chew on the bars and chip it so injesting the paint which could do it harm. You would need to leave the cage for up to a week to make sure that all the fumes had disapated from the paint. you also have to make sure that it is the safe sort of paint for animals contact.
Where would you keep your parrot while the cage was drying?
It would probably be cheaper to buy a brand new cage.
There are some very good ones and reasonable prices available.

You dont need to re powder coat the cage, but yes you could re-paint it, if you couldnt afford to by a new one right now,

Please bear in mind that you need to get paint that does NOT contain lead, zinc or chromate - you also need it hardwearing and quick drying, before you do the cage u'd have to make sure u take all loose flakes off sand it down and paint it outside well away from your parrot so he/she doesnt enhale fumes which could kill said parrot.....

I would just get a new bird cage. You can get bird cages for pretty cheap if you buy them online and it's really not worth the risk since rust can make a bird very, very sick. Go to http://www.birdiebazaar.com. They have lots of cheap cages there.
