I am ELCA and I don't believe you tip the pastor. You may make a donation in their name if you wish, but you should never have to pay for rites of the church.

Both my children were baptized in the ELCA church and I did not tip the pastor. I have never heard of anyone ever tipping a pastor for baptizing someone.

I believe you do tip the pastor, similar to tipping for a wedding.
