if this is an answer for a paper for school, I would say the Operating System... hehe. However, fine line as to if you consider that actual software, which it is..next would be a web browser, but that is included with your OS.
However, if you are just looking for good software, I would say hands down, Adobe Photoshop. Everyone should have a copy.
As far as other options, from a Windows perspective, that would be a toss up between Microsft Word, and Norton Antivirus Corporate Edition, for Mac, (even though it isn't really software) I would say a .mac membership.
I am a mac user, so don't worry about antivirus, and I use a router, so I am utilizing NAT, so no need for a firewall.
