I think you mean:

"Mumken Balash Menha"

Which means in informal arabic:

"Could it be without it"

..

Mumken = Can I / May I ..

Belash = well it can be used as do not .. let's not .. i mean as a negative word in the egyptian accent, and in most arab countries, it means "free" as is u don't pay $ for it, so i can't give u the exact translation unless i know what sentence u've heard it on .. in this way u can judge :)

Me Ha = ?! .. sorry not sure if this one, if u can check ur spelling maybe i can help u more :)

mumkeen=translated as (maybe, can i , or may i)
Balash=translated as (free, no, or without)
me ha= i cant understand this,spell it differently and i can help u

mum keen ~ means...can i.....when asked in a question. and it can mean...i can.....when said in a sentence.
