Pistachios are great raw or cooked.
RAW
Pistachios can be enjoyed whole, chopped, coarsely ground, and finely ground.
Add a few shelled, chopped raw, unsalted pistachios to soups and salads as a garnish, or use one or two handfuls as a main ingredient in a salad dish.
Grind raw unsalted pistachios in an electric coffee grinder and add them to fresh vegetable or fruit juices for a protein boost.
Add raw, unsalted pistachios to the blender when making smoothies.
COOKED
Add raw pistachios to stir-fry dishes.
Use them as a garnish in steaming hot soups.
Bake them into casseroles.
Add raw pistachios to grain dishes at the end of cooking. They're especially attractive with the lighter color grains, such as rice, quinoa, millet, and barley.

Pistachios can be eaten while in shell. Never heard of cooked pistachios but I have heard of raw peanuts and those can make you ill.

Cashew nuts have a papery coating that is toxic and is heated and removed before the nut is edible. Cashews were once called "blister nuts" due to their effect on the lips and skin.
The only information I can find about pistachios says they are susceptible (like other tree-nuts) to a fungal infection that can result in the deposit of "Aflatoxin".
Aflatoxin can cause all kinds of unpleasant acute symptoms including hemmhorage and death, and can cause cancer in long term exposure...
Pistachios are not any more toxic than other tree-grown nuts.

They are not poisonous raw. When you get them fresh, not dried, they have a soft shell and soft nut with a very delicate flavor.
