The release on bail was a state judge decision. If the police had notified ICE then they would have taken him into custody after he was released on bail, but some people do not want police notifying ICE of the illegal status of arrestees.
The fault lies directly with the state judge who released him on bail (and himself).
After he serves a sentence (usually of shorter duration than that of a US Citizen) he will be deported and then he will sneak back across.
The solution is to arm the military so they can protect our borders with force!

He was formally removed from the US. He knew perfectly well he couldn't return unless permission was granted. What did he do? return illegally. Maybe a pro illegal immigration supporter help him along the way when he return after being deported. The majority of the people are against illegal immigration. This questioned should be answered by the advocates for illegal immigration and mass amnesty.

Sorry, your story seems kinda confusing. You say he was deported after the arrest, so how did he get back into the US to forge a license? And why wasn't he deported AGAIN when they caught him the second time?

Our local police have just started to work with immigration to deport the really bad guys. They said they didn't feel like it was their place to work as immigration. If you break a law and aren't legal they should put you in a holding cell and once a week immigration should come to deport you.

We're doing much better at this in recent years, really a great job being done by a number of agencies. Last year the US deported 77,000 criminal aliens.
