If you are diabetic, you may have problems healing tattoos in extremities. If you are on blood thinners for a heart condition, you may bleed more. If you are prone to seizures, the stress of a tattoo may cause you to seize. Any health problems related to stress, or skin issues may be aggravated by tattooing.

I think they can if done in a shop that is not sterile or that does not use sterile practices or has 'bad' ink. I think if you do not properly care for a tatt during healing you may get some unwanted scarring etc. Tattoos are a personal choice - it is a permenant mark - you must look into the artist, the shop etc.. it isn't like buying a pair of shoes that if you don't like you can return... You could get hepititus, aids etc.......

Sure they can if you get a bad batch of ink. You could get an infection. Depending on your immune system how health it is you really shouldn't have any problems with a tattoo. But as I said if you get bad ink there is a possibility of mild to severe infection.

No.I have a few and I've never hear of tattoo related illnesses.I do know it's better not to get them if you are ill or going through some sort of therapy such as chemo against cancer.

In certain circumstances.
If the needle isn't sterile, you could contract hepatitis, some forms of which are incurable, and can lead to death.
If the ink contains lead or another toxic metal, it could poison the blood, damage the liver, lead to death.
If the artist tattoos "I love Joan" on your butt and your girlfriend's name is "Jane" then you are at risk of sudden bruises, broken bones, and possible death...

If you can watch your artist do a tattoo before you get yours make sure he either uses a disposable gun or cleans it before hand. Otherwise your cool.
