Isaiah 6:9-10 (New King James Version)
9 And He said, “Go, and tell this people:
‘ Keep on hearing, but do not understand;
Keep on seeing, but do not perceive.’
10 “ Make the heart of this people dull,
And their ears heavy,
And shut their eyes;
Lest they see with their eyes,
And hear with their ears,
And understand with their heart,
And return and be healed.”

The one that comes to mind first is Habakuk 2:4. It is quoted three times in the NT, Romans 1:17. Galatians 3:11, Hebrews 10:38.
In Romans, Paul is talking about "the just", in Hebrews the author is talking about "shall live" (meaning lifestyle) and in Galatians Paul is talking about "by faith".

I think it may be Psalm 110 verse 1:
"The LORD says to my Lord:
“Sit at my right hand,
until I make your enemies your footstool.” (ESV).
It's quoted directly in Matt. 22:44, Mark 12:36, Luke 20:42-43, Acts 2:34-35, Heb. 1:13, and also alluded to in many other places in the NT.
