Yes I think he likes you. He seems a little shy. If you are interested in him, then let him know in a subtle way, so that he knows if he asked you out you wouldn't reject him. But think about the consequences at work---could get very uncomfortable if things go wrong. Good luck, x

Suggest going out for drinks with other work colleagues maybe being out in a more comfortable environment will ease his nerves
You will be able to chat to him without it seeming like a date and hopefully you will be able to tell if he does or doesn't like you in that way!
