Start with hello! If you want to say something nice, tell them the color they are weraing looks nice on them and the conversation should open up!

Begin by smiling and waving whenever you see the neighbor.

The next time: smile, wave and say, "hello, how are you today?"

Over time, walk closer to your neighbor and make a comment or ask a question about something in your neighborhood. For example, "Wow, those new plants you lovely. What do you call them?" Or, "Mr. Jones sure painted his house an interesting color, don't you think?"

If you neighbor wishes to know you better, the neighbor will continue the conversation. Some people are very private and will not want to know you better. Respect that, too.

Asking questions, showing genuine interest in the other person, and listening actively are very good ways to make friends.

HI....
many believe that it is hard to talk to the neighbor in many countries as some times the neighbor does not want any relations and rather go pass you without even smile.
But i found that is wrong i think any person like to see a smile some one to say good morning good evening, to hold the door for him while he is carrying heavy things.....etc.
So to tell you my experience i came new to this block in central London where people do not smile at all looool....
i have a neighbor she is old lady. So as i am the new comer to the place and i am the stranger in the field, so i saw her one day in the morning waiting for the elevator i looked at her and said good morning I'm m your new neighbor in flat 22 she looked at me with smile and said welcome to our building.... then when we in the elevator i say woow madam what you are wearing it smells really Nice and fresh she said.......so we started the chat then she said wish you good day....
after 3 months in the block i know all the people in my floor 5 flats at least we say hi.....

I guess I don't understand why you have a problem talking to your neighbor. You could take them a plate of Christmas cookies or something like that to break the ice and wish them happy holidays

Start with a compliment. No matter what it is, as long as it's true. Say something nice and keep going. The follow through conversation is really the hard part, but if you just expand on the real compliment it always works.(nice lawn, great car, I love your outfit, you always work so hard) Whats the worst that could happen?

It all depends on what you perceive your neighbor to be like. But regardless, always be courteous and friendly no matter what so that you do not change your personality to suit his or the situation. I other words, have them come up to your level or leave and carry on with your own.

try the old fashioned but best method just go with a jar of cookies,chocolate or something like that .Maybe you could show her around ,u could even chill out at a cafe or something
