Are you sure it wasn't an optical illusion?
Trees or other rock formations that stick up at an angle may give the impression that the car is facing up a slope when really it is sloping downhill. If you are still in Amman, go back there with a plumb line (a weight on a string which will show the true vertical. Don't be distracted by angled surroundings)

I've heard of a similar phenomenon in India. In Ladakh.
I have experienced something like it near Pune in Mahrashtra near Bombay too. At a point on the highway where the road is really flat I have to really step on it or my car just slows down to a crawl!!

Sadly, it's an optical illusion, not an all-out assault on the laws of physics as we know them. Still very cool though.

I haven't seen that particular hill, but dollars to doughnuts, if it really exists, it's an optical illusion.
