Some cats are more vocal than others, and it is completely normal if everything else is ok. I have one who "speaks" constantly too!!

Has he always been this way? How old is he and how long have you had him? Is he your only cat? Does he get to go outside?
If everything is ok with him (he's comfortable, not hungry, healthy, has enough attention and activities) then it might be just the way he is!
Some cats are just more "talkative" than others!
I'd much rather have a noisy cat that feels like trying to "communicating" with me (even though I don't understand a word) than one that never give a single cute meow (but I know that it might get into some people's nerves)...

It could be his way of asking you to let him out to pay a call of nature, or he might be sensing that another cat has entered his teritory and wants to do something about it.
but as has been said before he might have a Queen ( lady-friend ) that is nearby abd he just wants to get out to meet her.
either way you may just need to let him out for a run.
if this does not cure the problem he mught just be trying to communicate with you.

My cat always meows at me, i gives him a bit of fuss and he stills meows. my theory is that he listens to you talking to someone and wants to be like you. he thinks that the only way he can talk to you is to meow!!!! he thinks hes talking bless him.

He's talking to you! You need to perfect your meow so that you can talk back to him! The one in my picture on here talks ALL THE TIME. Bless his little heart. Some cats just like to chat!!

I have a cat that constantly meows too, for no reason.
He could be just bored but some cats just like to "chat" to their owners.

Your cat wants attention! Give the cat your attention; it may want to be fed or potty or just your loving attention. If the cat will allow it rub the cats fur and pat it or give it a hug.

he could be moaning coz he fancies a bit of the other, OR have you had him neutered? I think you'd meow all day if somebody had chopped at your bits!!!
Get him a scratch pole and some catnip toys
