There isn't one- it's illegal to smoke inside of any public building in the state of New York.

There are a couple of pubs not a million miles from Chinatown in NY that have beer-gardens where you can smoke but with property at a premium over there, it's rare. Your best bet is to find an Irish pub and ask some of the Irish staff to recommend somewhere. Quite a lot of them smoke so they always know where the best pubs are.

Non, as there is a total ban on smoking in any Pub/Bar/Restaurant/Club in NYC.

There are none as all smoking has been outlawed in bars and restaurants in New York and also recently in New Jersey too.

all pubs are different in NYC but you can smoke in a few of them but only a few dont tell anyone
