This originated because Muhammad claimed a kind of 'exempt' status while he robbed, enslaved and murdered anyone who got in his way, in the name of Allah.
As scholars began to actually read the 'teachings' of the Quranic verses, they realized that Muhammad travel a great deal. roaming with tribes, siezing new countries and demanding that people convert to his self-made religion or die.
Nothing was too big, not even Mountains, and so Muhammad and his band of outlaws would not stop if what they wanted was difficult to attain. They would go to the empire they wanted in peace, sign treaties and deceive, if necessary, and then when convenient they would make the move to conquer, alway involving hatred to justify murder, violence, torture, and slavery in the name of Allah.
So this is how this saying originated, referring to the way in which nothing would stop the pirate-warlord from taking anything he desired, even countrysides that included Mountains.
