It is not abnormal at all. Some children take a bit of time to get used to people and to overcome shyness. Crowd consciousness is something normal. You need to create opportunities for your son to meet people, to talk to them etc.
In the company of kids of his own age, he can learn to conquer shyness.
Make it a point to praise him each time he makes an effort to meet, face a crowd.
Give him a pat on his shoulders whenever he goes out of his way to overcome shyness.
Accept your son as he is, once he is convinced that you love him unconditionally, you can make him walk where you want, which means he will overcome shyness and crowd consciousness.

What are his friends like? My son is the opposite to yours... he loves to be the centre of attention, met all of the people on our street before we even did etc. Loves dancing & singing on stage etc.My son has also been friends with shyer type personalities but soon they can't help but be more out there. Perhaps some "bigger personality" friends could help. Good luck
