is there a way to find a doctor thats "well-versed" in something without them being a specialist?

should a reg doctor know whats needed about high blood pressure and heart palplitations?

Any decent general practitioner (regular doctor) should be able to treat a high blood pressure condition. If the condition is severe, a cardiologist would be advisable.
Ask around with people you know. Word of mouth is usually the best way to find a good doctor and avoid a bad doctor.

yes, they should know those things. even if they aren't a specialist in that fields, they have studied that in med-school and internship.
