It just seems that way because many things that are done are ascribed to God. You have a disaster and they call it an act of God. Satan is out there doing what he can to deceive people and get them to believe anything that will keep them from the unconditional Love of God.

He's not....your just a negative person and don't realize all the miracles he has blessed you with. You must be going through a tough time and your thinking God is mean because you feel like you can't handle it. God never puts more on your plate that you can't handle, Stay strong!

As the Creator of the universe and everything in it, it is God's perogative to establish rules and consequences for not adhereing to them. He did not impose rules on us because He is mean. His rules are for our benefit and protection.
If a family lived dangerously close to an interstate, the father might build a fence around their yard to protect his children from the dangers of that interstate. Just as that father might establish boudaries because he loves his children and wants to protect them from harm, so our Heavenly Father loves and wants to protect us.
Here is the truth about God:
"The LORD is compassionate and gracious,
slow to anger, abounding in love.
He will not always accuse,
nor will he harbor his anger forever;
he does not treat us as our sins deserve
or repay us according to our iniquities.
For as high as the heavens are above the earth,
so great is his love for those who fear him;
as far as the east is from the west,
so far has he removed our transgressions from us.
As a father has compassion on his children,
so the LORD has compassion on those who fear him."
--Psalm 103:8-13

Historically, people assume a cause and effect relationship exists - in that they have somehow incurred the wrath of their gods - due to committing various "sins", which result in events like tornadoes, lightning storms, etc.
