Well I am not too sure where your from, but I think its always romantic to make it more personal... what about where you first met, or your first date, or first something!!! You could propose there and have her family hiding somewhere so after you propose they can all come to where your out and you can have a big celebration... for ex my fiance proposed to me on a picnic at a garden, it was perfect, then he suggested we go to dinner to celebrate just me and him and when we got to the resturart, it was the first place we had ever met, and all my family was there to suprise me... it was perfect!!!! He even flew my brother in from out of town.

Actually, the most romantic proposals are the simpliest ones because they are much harder to mess up, lol. The key to making it memorable: surprise! yep, that's it!
Don't plan some huge event that will make it super obvious. Instead, pick a place that is special to the two of you but would not be to obvious: maybe the first place you went to together, the place you met, or a favorite restuarant, etc. If you guys love hockey - do it at a hockey game (by you guys I mean BOTH of you). If you love art, do it at an art museum. If she loves books, buy her a book and put it inside. Or, maybe there is something she has always wanted to do but you've never gotten around to.

Get ahold of your local TV station and ask how much it would cost to buy 1 minute of TV time. Make a tape with you dressed to the 9's and have flowers, candles, ect. (romantic atmosphere)

Take her to a nice place outside. When my bro proposed to his wife he took her to a lake and set up a picnic (Actually I set it up and had to wait for them and then sneak away) at night, with candles. It was really nice
