You can use strain energy to calculate the tonnage if you have a way to calculate the deformed area versus the pre-deformed area (I use a good solid modeling CAD package for this).

You have to balance the the tonnage required around the "CG" of the press face and you are going to want to punch and form at different parts of the stroke to spread your tonnage requirement over time for a hydraulic press, or to keep it all at the bottom of stroke for a mechanical.

Good luck with it. Best left to an experienced tool designer.
