I think teens are growing up earlier these days. They develop earlier and they mature earlier. I'd say around 14... though I don't really know, I don't have teenage kids - even if I did I guess I still wouldn't know...
It's ok for any age. There's nothing wrong with it, it's harmless. When they're ready, they're ready.

For christ's sake, have you noticed that when you ask a question, there's a little button that offers to check your ******* spelling? How could anyone bother to answer a question when you haven't bothered to use your own langauge correctly? Piss off.

Unless they are doing it in front of people you should really just mind your business and stop worrying about if your kid is touching themselves or not. How would you like it if someone started talking to you about your masturbation. Yeah like you don't do it.

umm it really isn't for a parent to decide. Its going to happen probably around the age of puberty. For me it was 13
