Noah. He then managed to get millions of different species of animals (including insects) aboard a ship he built himself out of wood. So I'd say it would be fair to conclude that the whole story is BS right from the start.
Sorry you'll have to look else where if you want to find who really created the first ship.

The vessels that they built are called boats because of their small size. Many say Noah's Arc but there is evidence that this story is only the creation of man who didn't have a clue as to what was going on in the world that they lived in. A ship to hold 2 of every species of living thing on this planet would have to be about a mile long. A nice story but you wouldn't want to be on a boat that had as many holes as the story of Noah & the Arc. I don't know of any other biblical story pertaining to a boat. The people mentioned in the Bible were not great sailors, but land-lovers.

It doesn't say. Noah's ark was not a ship that was made to be steered in any direction. Instead, it was a giant chest that was constructed to float on top of the water to preserve alive those inside of it.
