Give her the Homeopathic Remedy BARYTA CARB in 30 potency thrice a day along with KALI PHOS and NATRIUM MUR all in 30 potency and avoid giving her Chocolates, Mints Coffee or Red Meat while on Homeopathic Medication. Report back with her progress after using the given remedies for a week regularly. No side effects or complications.
Take Care and God Bless you !

yes there is such things as being mentallly stunted. I have three sisters that are. However, there are different levels, and different reasons. There are also different diagnosises for being mentally stunted. There are so many different causes as to why. Only a doctor can really tell you their age mentally and emotionally. If she acts like a 14 yr. old and she is 20, she may have a learning disability, or be emotionally immature. There are many ways you can teach yourself how to deal with her, and many different ways of finding out how to get help.
First get a diagnosis; and analysis and find out what the problem i s first. You can't help her until you know what the problem is and what you are looking at in the way of age, emotionally, intellectually, and physically.
I would hate to suggest any thing else as to what to do until you know what the problem is.

To be sure that developmental levels is at par with the biological age, try to ask a doctor to assess your daughter. At her age, her developmental task is Identity vs Role confusion, where she constantly seek her own identity apart from others. This is the time where she worries about who she is and what she wants. This is a normal task for her age.

In your situation, I do not know what "immature" means as it is vague. Is it emotionally immature? Socially? Or mentally? So I do not know what to tell you as of the moment. Try to ask a psychiatrist/psychologist to assess what's going on with your daughter. That will really help to point out steps in the right direction.

There is such a thing as "developmental delay", although I would be surprised that you hadn't discovered it before now. Take your daughter to a psychologist, who can evaluate her for this.
