in photoshop,draw a selection around the wanted area,open the "filter"menu and choose "blur",try any option from it,the best is"gaussian blur".
or you can use the blur tool direct from the tool box

If you have a photo-editing software on your computer like Photoshop. Find the blur option. or like the other person said the smudge tool.

if you can't find a program to blur, use a paint program and select the color closest to the area you want blurred and just paint over it.
