I have fostered dogs for years and have had well over 100 of nearly every breed through my home.
Depending on how small you want there are a lot of good choices. I would avoid terriers unless you have experience with dogs, they like to be the boss, and since they were originally bred for hunting, barking is almost a prerequisite.
My suggestion is adoption of an adult dog.... whether you go through the Humane Society or a rescue group they may be able to give you additional info about THAT dog, not just it's breed. You can meet the dog and judge the grooming, exercise, and training needs for yourself. If you want a list of breeds, shoot me an email and with a few questions I'll be able to give you a short list.

All dogs are different types of barker and in varies from dog to dog not breed to breed typically. For an apartment I would recommend a Dachshund. They are loving dogs, come in 3 coats, and you can get a standard or miniature. They don't require alot of exercise (alot of times a fun play with their human companion is enough). They are fairly easy to train if you want to take the time to teach them how just like any other breed. They arn't typically overly hyper like some of the terriers. Plus who can say no to a cute little hound dog? Check out your local shelter or check out petfinder.com and look into the dachshund rescue. Good luck.

I recommend a pug.
They are not too active, don't bark much (or at all), and will give you constant love and attention to your hearts content.
If you are in an apartment, I suggest you inlist in some training to ensure a behaved pet. This is the most important measure no matter what breed you choose.

I also live in an apartment and I have a maltipoo, she is tiny, excellent with kids, she very rarely barks, I've had her for about 5 months and I may have heard her bark maybe 10 times, and that's usually to use the bathroom , she is a totally lovable dog, loves to play and be cuddled, also she can entertain herself.

Bichon Frise, many mixed breed dogs that are smaller, Miniature Schnauzer, okay, the do bark but they are so cute, Papillon, a toy to miniature sized poodle, shih-tzu, pug
If you want a dog that can't bark and is fairly small, consider a Basenji.

I have a Mini Schnauzer, there really sweet dogs, and don't get that big, I have had one for a while now and she's great, they are really easy to teach... Only bad thing is...if they don't like something or someone they do like to bark a little bit, but over all there really good dogs.

I recently did allot of research on the Papillon! This breed sounds good for your situation, although I did read allot about how they want to be with you constantly. Which is what I was looking for since I want a dog who will love coming with me to work and to visit my family. My poor Gertie throws up in the car all the time so she cant go with me allot. But she also needs a pal : )
They are extremely smart too! I have a lady who comes to my Doggie playgroups with 2 of her 6 Paps and she says they learn all sorts of tricks and catch on really quickly.
I highly recommend you look into this beautiful sweet breed. : )
