Drink lots of water: being hydrated helps.
Use a moisturizer: creams probably are your best bet, but as the other answerer said, moisturizers can't add moisture to your body they only seal moisture in.
Showers: shower less or take shorter showers if possible and avoid using really hot water. this advice is always given to people with dermatitis or eczema (symptoms include severely dry skin) and will help skin from losing moisture. also avoid using harsh soaps like ivory or irish springs. instead opt for a milder soap like aveeno or dove.

It would be good to know how old you are, if you have thyroid disease, or any type of skin disease like psoriasis, or eczema.
If you are young and have none of the above what are you bathing with? Stay away from deodorant soaps they will dry, Dove is recommended by my dermatologist for dry skin. Also use Nivea or Lubriderm moisturizer every day, best right after you shower...If your skin is itchy there are oatmeal products, I forget the name but it will help with itching....If you have a lot of loose dry skin you need to use a loofah, or one of those scrubby balls that are out these days. Ask your pharmacist for any questions you have......Drink lots of water......

Try some real good lotion. Apply it after you bathe and as needed. It doesn't need to be expensive stuff, but the best ones I've found are Cornhusker's and Equate Daily moisturizing lotion. They can both be found at Wal-Mart. Sorry, I sound like an advertisement...but you asked! The last one I use on my nephew. He gets very dry during the winter, so bad his skin will crack and bleed, so we use a lot of lotion.

Also, remember that moisturizer can't ADD moisture to your skin, it can only help your retain the moisture it already has. Thus, drink LOTS of water and apply your moisturizer immediately after your shower when your skin is still damp.
