okay, don't tease or make fun of her! I don't know who the person (Edward) above me is, but they probably haven't had many dates...
Do you talk to the girl regularly? If you do, just invite her to a movie or out to eat or something... If you don't, you probably want to start talking to her first, so she can get to know you. It's weird when someone comes up to you that you don't know...

I would want him to be like ' Hi how are you doing I was wondering do you have plans for Saturday because if not I was wanting to know do you want to go out on a date'

thats a hard one dude I would probibly want him to say something like do you want to hang out some time mayby a dinner and a movie I don't know it depends on if I know him or if he just some guy off the street

I'd want the guy to be really confident in asking me out - but you gotta be careful because confident borderlines on Cocky so you gotta watch yourself :o)

Flirt with her, tease her, make fun of her a bit. Build attraction...then ask, and be real laid back about it.
