With the department I work for you can't simply call. We will not give out warrant info on somebody else, but if you want to find out if you do, you can come to our station and an officer would meet with you

In my department, you (or someone you know) can come in to our Records unit and check anyone for warrants. It's public information. You need identification, their full name and date of birth. We'll give you the bail amount, the charges and what your options are for taking care of the warrants.

You would need to most likely visit your local police department's Records Division and fill out a form to request a background check. There is usually a fee involved, and you usually have to give a reason for the request.
