you can buy a cheap paint set at walmart. They also sell brushes and painting boards. These are nice to start with. Also I would recommend buying "Oil Painting Techniques" or "The Oil Painters Bible". You can buy these for about 8 bucks on amazon. If you want to paint on board you can buy scraps at Home Depot for about 60 cents a pop.

Depends on your style. Imho you can paint with almost anything there is to paint! Acrillics, watercolor or oil paint is good but hey, it's the 21st century! Why don't you try some Photoshop or Painter instead? It's totaly artistic and a lot easier. If you absolutely want to use your hands and paper, try Pantone markers. They are expensive but you'll never get that kind of colors with ANY brush.

Acrylics are good. Heavy cardboard is cheaper than canvas or masonite panels if you don't soak it. I've done acrylic on scraps of mat board I got from a frame shop. Perhaps you can get someone to give you some of that. One thing though, don't skimp on brushes. You don't want to be painting and have the bristles falling out! Dick Blick.com has decent student grade paint and brushes.

Acrylics are a lot less messy than oils and you can churn out a painting quicker since oils dry so slowly. About.com has a lot of information about the various types of painting.
Also, if you buy the basic colors, you can learn how to combine them to get a much wider range of colors; that way, you won't feel the need to buy a tube of every color in the rainbow!
