Are you allowed to have small skis (yard long) as carry on items on a plane? Or are they forbidden?

If the screaners think that the small ski can be used as a weapon then - NO you can't take it. I tried to bring a similar thing on as carry on (a field-hockey type stick) and they took it away when I boarded. A guitar, or other similar sized thing is OK - but you have to worry about the weapon use onboard. Since it is questionable - ask when you check-in if it is OK or check it just to be safe.

Musical instruments I have seen and that makes sense cos they get damaged as checked baggage.

Sporting goods? Not sure about short skis but I always carry-on my travel fishing rod. Have done it on all the major airlines with no problem. It's a 3-piece and the container comes to just about a yard long.

Btw, security has never asked to open it.

I would think that the skis need to checked and can not be carried on the aircraft with you. The TSA does have a section dedicated to sporting goods and what you can and can not bring on the aircraft http://www.tsa.gov/ I would suggest you start looking there and if you can't get an answer there contact your airline directly.

The TSA site doesn't say anything about short skis, but almost all sporting goods that are equivalent are forbidden.

if they are only 3 feet I think you'll be ok, I saw this guy carry on 2 guitars those are a lot bigger.
