the cheapest option is to paint it and use area rugs if u want
tile is not expensive, but the installation is. a cheap industrial Berber carpet, similar to the ones they use in stores and malls is the cheapest way. you do not need padding for under the carpet which makes it easy to install and will wear well. sometimes you can get this carpet for as little as 79 cents a square foot. if u put it in your basement without padding, and if you get water in your basement, it will dry quicker without damage if it gets wet. you can still use underpadding if you want.

Cermaic tile from Home Depot or Lowes....or you could do the cork flooring! They are both inexpensive to buy! You can get tile for around 99 cents a sq. ft. and you can get cork flooring for around $2.99 a sq ft....they are both durable and waterproof in case of floods! We own our own flooring company! The cheapest is painting. You can also look into stains, which are much nicer and not that expensive.

interlocking rubber mats--they can be cut easily to fit, are simple to install ,are lightweight, provide good insulation from the cold concrete, dont need any underlay or adhesive, are comfortable to walk on, are very waterproof and easy to lift and clean, are easy to remove, and they come in multicolor or all black for less than 1 dollar per square foot. they are usually sold in packs of 4, each one being 2'x2' for a total of 16 sq.ft. per pack, each pack sells for between 10-15 dollars.
