I did get the once in a lifetime experience of meeting Tinkerbell... However it wasn't at Disneyland.
Me and 2 of my buddies got the great pleasure of meeting Tink in the Scarlett Room at the Lollipop Lounge. It was the rare and breathtaking excitement of the night when we each had the pleasure of experiencing one of her seldom seen lap dances.
But believe me when I tell you how shocked I am to find out that fine looking little body is really that of a 70 year old!! :(

Disneyland's Character Department does not have a walk around Tinkerbell that signs autographs and takes pictures. In fact no other Disney park across the globe has a Meet and Greet Tink. Sadly, they only have Tinkerbell for certain parades and fireworks and shows.
Edit:
chieromancer is wrong. There is still a Tinkerbell flying from the Matterhorn to Sleeping Beauty Castle. She stars in the firework show "Remember Dreams...Come True" created for Disneyland's 50th anniversary. She is on hiatus for the Winter Holiday season due to the fact that Tinkerbell does not have a flight pattern in "Believe...In Holiday Magic"
Tinkerbell was once a old aerialist woman for a few years but is not anymore. There have been several other "Tinkerbells" who have done this stunt, one who is rumored to be a girly bodied man.

As for "meeting" Tinkerbell, that's not going to happen, since that character doesn't have the "meet and greet" like the Disney princesses. Before the 50th anniversary in 2005, there was only 1 Tinkerbell in the history of Disneyland. She was an aerialist, and her part was limited to flying down a wire to start the fireworks at night. Then she would just drive back to her home in the San Fernando Valley. In 2005, she retired because Disney was auditioning new talent for the 50th anniversary fireworks show, in which Tink got MUCH more "air time", at least 2 minutes by my estimate. The new Tink(s) are carried along by a sophisticated computer controlled harness, which moves back and forth on cables, and lifts her up and down at the same time. Currently, you won't see her because she is not part of the holiday fireworks show. The only time she was seen up close was during the 50th Anniversary Parade of Dreams, which ended in October.

If you look at the website there are multiple texts about it. "Tinkerbell flies across the park at dusk, lit by spotlights, suspended on a wire running between two buildings. The woman gymnast playing Tinkerbell is large (6'+), so the visitors can easily see her from the ground. The wire is sloped and the gymnast wears a harness attached to a wheel that rides the wire. She adopts her pose, pushes off onto the wire, and when she clears the building the follow spots come on, effectively blinding her as she soars across the park. The trouble is stopping her flight at the other end: the water tower is hollow and has a hinged door that opens, and inside are two people holding up bed mattresses. The spotlights go out just before she gets to the tower, and crouched down inside are two guys (my friend was one of them) holding up large soft mattresses... and in flies a very heavy, large gymnast with no night vision. The ensuing collision is massive, usually throwing all three of them to the floor in a heap."

I grew up in Anaheim in the 60's. She use to make guest speaking things at the schools. (That is the Tinkerbell that flew across the park before fire works) I never saw her but she was a small old lady in her 70's.

copestir is spot on. Tink did used to fly from the Matterhorn to Sleeping Beauty's Castle. It was the best! And I also heard it was an elderly lady, but of course from a distance you couldn't tell.
I'm sure they liability insurance issues put an end to flying characters.
Edit:
Well done, AcidSchmuck. I sit corrected.
We did meet Alice in Wonderland once, though.

If you go on the "Soaring Over California" ride in the California Adventure park, she'll get right in your face. Other than that, no dice.
