I am not sure this works via GPS, unless the phone has GPS capability in it. Even then - it has to be a "lo-Jack" system or something that actually transmits the coordinate data, calculated from the GPS in the phone, TO something (you have to know how GPS works - a whole other question).

What they can do is see which tower your phone is "pinging" in order to make or receive calls. This is sometimes not even the closest tower to you, bu the one you last locked on to.

You could narrow someone down to a city or part of a city. A 911 call from a cell phone - you have to give them your location as best as possible; they don't just show up because they magically tracked your phone.
