This is a start, it may not be exactly what you want but:
Royal Icing Glaze For Painting Cookies
Ingredients
2 c powdered sugar; sifted
1/4 c warm water
4 ts meringue powder
1/4 ts cream of tartar
Instructions
Combine all ingredients into a small mixing bowl. Beat with an electric mixer on low speed till combined, then on high speed for 7 to 10 min. or till stiff. Add 1 to 2 tablespoons additional warm water, 1 teaspoon at a time, till of glazing consistency. Use at once Spread each cookie almost to edge with glaze. Let dry on wire rack at least 4 hours or till completely dry. Paint as desired.

This is the one I use. It spreads really well and it is not soft and will not smear.
1 box Powder Sugar
2-3 tsbp melted butter
2 tsbp milk
1 tsp vanilla
food color of your choice
mix well

Make powder sugar icing. It makes sprinkles, or candies (whatever you add to the cookies) stick well, it is firm but not hard, and easy to color with food coloring.

You can make a "royal icing" which is made out of egg whites and powdered sugar. It's very easy, and it dries hard.
