it looks like there were several layers of wallpaper that were partially ripped off leaving a bunch of long lines or ridges. is there some sort of thick self evening primer?

Remove the wall paper with a steamer that you can rent.

If there is , I need some. It usually take skimcoats of mudd, (joint compound) and some sanding. Better yet, some DIF, and a few hours you can remove all the wallpaper and just paint.
