Uninstall all unused programs, run disk cleanup (Start >> Programs >> Accessories >> System Tools >> Disk Cleanup), defrag, then go to Start >> Run and type msconfig, go the "Startup" and uncheck all the programs that autostart that you do not use (be carefull with this). If all else fails, just buy more memory.
I wouldn't go restoring unless you want to lose programs you have installed after your last restore point.

Lets try to avoid that since you will lose all saved data. Pics., documents, programs. Try the following steps in order to see if it helps you.
Download, update and run Spybot---http://www.safer-networking.org/ . Don't forget to use the Immunize feature.
Download, update and run Adaware---http://www.lavasoftusa.com/software/adaware/products/select_your_product.php
Download SpywareBlaster---http://majorgeeks.com/download2859.html
SpywareBlaster doesn't scan and clean for spyware - it prevents it from ever being installed.
It's main features include:
- Prevent the installation of ActiveX-based spyware, adware, browser hijackers, dialers, and other potentially unwanted pests.
- Block spyware/tracking cookies in Internet Explorer and Mozilla/Firefox.
- Restrict the actions of potentially dangerous sites in Internet Explorer.
Download RegScrubXP--http://www.majorgeeks.com/download.php?det=2048
Safely cleans junk out of the Windows 2000/XP system registry. All changes made to the registry are fully restorable to it's original condition. You can make an exclusion list of registry entries that RegScrubXP will not display as problems. You can sift through a list of file extensions, company names, run upon startup programs, Internet Explorer history, and uninstall programs to delete what you think is junk.
I hope you have already updated and run your anti-virus. Don't have one? Do a free online scan at http://housecall.trendmicro.com/
Download CleanUp---http://www.stevengould.org/software/cleanup/
Free disk space, make your computer run better/faster and protect your privacy - all in one easy solution. All for free!
Do a disk cleanup and disk defrag....\
Start>all programs>accessories>system restore> disk cleanup
You can do a disk defrag by following the same path.
Good Luck.

Click on start, all programs, accessories, system tools, system restore. You can restore to an earlier date. It gives you a calendar with available restore points in bold type. You can also undo it if you decide it didn't help. Also try defragmenting.

Working with a slow computer can be time consuming as programs/ applications take a long time to start. This problem is more pronounced in computers which have been used for 6 or more months. More information at http://fixit.in/slowcomputer.html

Your Celeron is in all likelihood one concern - attempt a Pentium, as they have bigger caches than Intel Celerons or AMD Semprons. i became into surprised at how miserably Celerons performed the 1st time I used one. i does not change out your RAM as one poster stated, whether that is going to possibly not harm to verify how the laptop handles with purely the fundamentals, including with basically one stick of RAM.
