THe dog seemed well trained , but I don't think it was relaying the time on his watch

They have braille watches. Also it may chime on the hour the number of hours. Dogs can't tell time silly!

Some watches used by the visually impaired have a voice feature. The person pushes a button on the watch, and an automated voice tells him/her the time.

Other watches have a removabel crystal (the clear "window on the front of the watch). It opens on a hinge system, and the person can gently touch the hands of the watch to tell what time it is.

Some digital watches have a Braille display instead of a visual display.

People who are blind have just as many things to do in their day as the rest of the people in the world. They have to go to work, make it to appointments, and catch busses on time. It only makes sense that a blind person would have a watch to be able to get to where they needed to go and be there on time.

Maybe it has an alarm on it that goes off on the hour.Even if your blind you would need some way to know what time it is.

He could be using it to ask others what time it was on his watch.
