You can bid - if you are going to be exonerated by the federal investigation (I assume you know the answer to this) you have no worries.

Sure, you can bid. But, will you get the job. I think that is the answer that you are looking for. I'm just guessing here, but i think that the gov't wants their contractors to have clean tax records.
