Ask her out directly. If she says no, then don't ask her out or flirt with her ever again. If she was interested but was just playing hard to get, she'll either start flirting with you very heavily or she'll realize that playing hard to get doesn't work, which will save her and any other guy that's ever interested her in the future a lot of wasted time and effort!
