My sister is a drug user, who has robbed us, filed false police charges and most recently stole checks from me and wrote 1200 on my account before I knew it... We want to legally disown her.... and as well see her in jail but that is up to the police to get her....

You can't legally disown your sister. You can stop talking to her. You can file for a restraining order against her. You can have arested for stealing your checkbook. You can take her to small claims court to try to recover your money which if she is stealing from you she probably doesn't have any money in which case you will get a judgement against her. Your parents could admit her to rehab and try to help her.

As far as I know the only way to disown a person is to remove them as beneficiary of your will. Wouldn't hurt to let your financial institutions know that you want any unusual activity reported to you right away.
