I was just thinking:

How would diaper checks be run in a daycare type of enviroment? Tons of kids, how would you know who made a mess, or if any of them made a mess?

I thought they made the parents bring their own diapers for their own kids.

A good daycare should have one teacher per 2-3 kids. That'll make sure they get the attention they need.

Usualy diapers are being changed on regular bases and if something happens in between you can usually "smell" which kid it is and No you usually dont have to smell the kids booty because the smell is more intensive around the kid that did it.

The ratio for children under one is one adult to four kids, so that makes it easier to keep track, for two year olds it's one adult to eleven kids, most places have assistant to help with potty training and such. If they don't have this ratio then the childcare center is not operating properly.
