America doesn't have a King or Queen. The President is the head of state.
Different countries are organised in different ways.
Japan is an Empire as it has an Emperor
Monaco is a Principality as it has a Prince
Britain is a Monarchy as it has a Monarch
American it a country as it has a **** :)

Different nations choose different forms of government...
English form retains their class system -house of lords and allows representatives from the not so upper crust...
America designed a government that declared that the people were not to be "classified". The people would form and direct the government
