i went out with this guy for only a week then he broke up with me but i still like him and im planning on telling him my feelings because he is really flirty with me. Is this a good idea to tell him ??

Does this mean you'd rather he'd have led you on for a year or so then have you catch him out with someone else? Maybe he's just not into you as much as you hoped. (Remember the harder you push, the farther away he'll move).

I don't think he is interested in you as in an exclusive relationship
and I think you want that from him
, you're only setting yourself up for getting hurt by reading too much in to the flirting

I wouldn't tell him how you feel about him I would just ask him to take you to a movie you like have him do something for you dont try so hard to please him he already likes you just relax & enjoy the moment.
