I'm thinking for people in impoverished countries, not the US.

Darla, There is this awesome organization in Haiti ( 90 miles from the US.) called FONKOZE which is a microlending organization. They offer low interest rate loans to help women (the primary care takers of Haitian families) build up their businesses so they can better support their families. They also offer literacy training programs and basic health education to their clients.

When I was in Haiti a few weeks ago, I met an American who's church is supporting a village that has built a vocational training center for Haitian women to learn how to sew and cook. Heifer International--yes, that's really the name of it. They're a great organization that promotes sustainable development through animal husbandry. People in poverty are given training, then an animal or animals (a cow, a pig, a flock of geese, a goat, etc.) from which they can derive income and/or nutrition. Ex. Milk from the cow to upgrade nutrition plus calves to sell. Those who participate must pass on the gift when they get ahead. I've seen this in action in Tanzania--it made the difference between just barely getting by and making sure the children in the family went on to high school/secondary school. Job Corps helps with some trades like carpentry, automechanics, etc.
The Salvation Army will train some people to be a cook, receptionist, emergency environmental aid, etc.

There are several others but these are the best ones that I know of.

yes if you have a physical or mental disability in ohio we have the Bureau of Vocational Rehabilitation but there is a long waiting list to get into the program in my area and it's hopelessly underfunded with arrogant and often ignorant caseworkers who either don't wanna do squat for you or try and run an ego game on you like you are a puppy who just piddled on the carpet and don't know any better
